[Qcwa] CW requirement

I haven't been following the discussion on the blackout thread
very closely but noticed that it turned to a minor discussion of
the CW requirement controversy.

I do not wish to stir to pot too much, but made the following
suggestion to my district director of the ARRL, the president of
the ARRL and other staff members of the orgainzation.  I am
considering doing the same to the directors of QCWA for study if
they choose to file a proposal to any NOI or RM concerning the
code by the FCC.

What I proposed is that the code requirements for Technician and
General would be eliminated, since I feel this is the tact that
ARRL and the FCC will follow.  However; for the Extra class
license that the requirement remain in effect at 5 WPM.   My
opinion is that this will differentiate the higher attainment of
knowledge by Extral Class license holders from the rest. I do not
minimize the abilities of Technician or General license holders,
but feel the Extra Class should require a broader knowledge base
including CW ability, which is a viable method of communication
that our entire history is based upon.
