Go to "Tools" then to "Options" then select the "Send" tab.  There you will
find options for sending mail and news in Plain Text or HTML.  These
instructions are for later versions of Outlook Express contained in Win 95
though XP.

Some kind person needs to tell folks how to fix Outlook Express so it will
send plain text messages.
