I would put in my vote for GMRS also as the equipment is available 
pretty cheap.   Check used stuff on EBAY and for HTs any 
FleetFarm etc.  Be sure to get units with a few watts as some 
"GMRS" radios are being sold with little more than FRS output.  50 
Watt mobiles/base units on EBay are being sold pretty cheap.  It 
may take some amount of fooling around to program them for the 
GMRS channels.

That webpage that Bob showed is pretty neat.   I'm glad they are 
trying to simplify the license application.   A friend from church and 
I sat down and agonized over the GMRS paper application for 
hours!  

He is pretty happy with his little 5 watt HTs and is able to 
communicate over a fair distance without a repeater although he 
said he is planning to sign up to use one soon.
