Yes, I remember reading that story too. The Guy in question did not know about the American Morse code and it troubled him that he (being a high-speed CW op) could not copy it. He made a tape recording of the sound and went home to study it, looking up the difference between "his" code and the land-line code he was able to detect that a part was missing.
