You're overlooking a critical part in all this. Interagency rivalry.
If for example an Army MARS person has the opportunity to acquire a 
recent collection of gear
first, he's only going to be able to take what he can justify for his 
own personnel. Secondly, even if
he DID care about "those other guys" (i.e., the Red Cross) I'm sure 
there would be several problems
with trying to assign the equipment to people that are not licensed. 
Sure, the Red Cross may or may
not have licensed amateurs, but the organization itself is NOT a radio 
organization.
