Nick,
Incorrect. You are thinking of Doug Brewer ex-KC4HAZ of Tampa -- better
known as "The Party Pirate." Brewer was the Florida ham who lost his ticket
because he ran an unlicensed broadcast station. He never violated any Part
97 rule -- but lost his license based on the FCC's ability to act punitively
against ant license a person holds for any violation in any service the
agency regulates.
Flippo on the other hand was a 11 meter Class D CB operator who used the
pseudonym "Rabbit Ears." The reason and/or background for this "handle" has
never been explained.
According to all of the FCC releases on the case -- and I have every one
going way back -- Flippo never held a ham license. The FCC has gone to great
lengths in this regard.
Also, Flippo's actions would seem make it very, very clear that he has what
may best be called an abiding and overt hatred toward ham radio operators.
That he not onlly has no interest in ham radio -- but rather he seems to
dislike anyone associated with it.

interfered with ham operations for years before getting his ham ticket.
Also he may have run an illeagle broadcast station in the past.
