[Qcwa] Echolink and Ham operation

The Regulations were not written with Echolink ever in mind.  The FCC has no 
basis
for application of Rules and Regulations which at no time were ever intended 
to 
apply to an unthoughtout technology or dicipline.  

It is incumbent upon the amateur radio community to devise methods of 
self-regulation which are effective.  Absent such regulation, then 
regulations must be developed to quell the chaos.  Don't let that happen!!!
