[PVRCNC] PVRCNC Digest, Vol 272, Issue 2

I was thinking we would sign it:

Potomac Valley Radio Club
individual signatures

We should have enough to round robin sign for those who are either online
or forward their "attorney-in-fact to sign" authorizations (I have one
beside Jim already)
