I’m also for 2 and 3. The problem is not just where our members live but where do the members live who will actually  come to meetings. 
Maybe like the Field of Dreams, if you have a venue, they will come. I think NE/ SW   I-540 locations are the most promising. Near Apex and Wake Forest  I’d concentrate the search in those areas.
