Two comments:
Yes, not sending ID regularly is bad. We insist on it here.
 HOWEVER, have you actually measured the time between ID’s? I regularly get “call?” as short as ten or fifteen seconds after the last ID. If you’re S&P fifteen seconds sounds like forever after you’ve tuned or clicked on a runner.
