[PVRCNC] Scanner support

Help for a friend:

 

I have a close friend who asked if I know anyone in the area that would be
able to program a Uniden BCD996T police/fire scanner?  Is there anyone out
there with experience on this scanner who would be willing to work directly
with him?

 

He just had it returned from to the factory in Texas because it wouldn't
scan but they were apparently unable to retrieve any of the channels.
