[PVRCNC] Olympics Rules for 2021

We've now completed the last of the 5M contests for the 2019/2020 contest
season and that means that the 2020 Olympics have come to an end.
Preliminary results will be forthcoming shortly. In the meantime, it is
time to start thinking and planning for the 2021 Olympics.

For the past two years the Olympic rules have remained the same. But things
are getting shaken up a little for 2021. Below are highlights of the
changes.

- The Sweepstakes gates are gone! Originally intended to provide a laser
focus on keeping PVRC's Sweepstakes winning streak going, that goal has
been accomplished. So participation will no longer be required for the
Olympics but they still count as 5M contest. Each award level now requires
two more 5M contests. Hopefully one or both will continue to be Sweepstakes.

- Multiop rules for Sweepstakes have changed. Due to the limited number of
QSOs available in Sweepstakes, it was almost impossible for members of an
SS multiop to achieve award status if there were more than two or three
operators. Under the new rules, for Sweepstakes only, any multiop that
makes more than 150 Qs will earn credit for all operators, regardless of
the number. Multiop qualifications for all other contests remain the same.

- State QSO Parties are being added! State QSO Parties for MD-DC, DE, VA,
WV and NC (i.e. PVRC home territory) will be eligible for Olympic credit in
the other activities category. They do not count for 5M contest credit! To
receive credit you must operate in two or more of the state QSO parties
that are within PVRC territory AND submit your log to the contest sponsor
AND post your score summary to 3830scores.com. Credit for the state QSO
parties will be taken from the 3830scores.com summary. No QSO minimum, but
work as many as you can. PVRC wants to support its State QSO Parties.

- For out of circle members, the number of contests required for each award
level has been adjusted to keep it in line with in-circle requirements
caused by the change of Sweepstakes status.

Complete rules will be posted on the PVRC website shortly, if it hasn't
been already. Preliminary 2020 results will be posted soon with final
results pending final 5M contest data.
