[PVRCNC] Soundcard install help

Guys,

I'm migrating the shack computer to WIN7.  Everything works but 
SKIMMER/ROCKY and apparently the second sound card.

(The same sound card used in the XP machine was plugged into the WIN7 
machine.  It is known to be good hardware wise and had been used for the 
above applications)

I'm curious if there are some gotcha's with WIN7 that is preventing the 
above programs seeing the second sound cards output.

ROCKY is about as simple a program as one can use to test things with. 
Very few inputs to specify.

Here's what I did.

1) Installed SKIMMER/ROCKY with their default directories.  That puts 
them in c:/program files/.... directories.
2) Installed the sound card WIN7 driver (latest) by running the install 
program.  (Also tried the two older available drivers.)
3) Plugged in card.
4) Windows found card, drivers et al.  Device manager shows it's AOK and 
the driver is the proper one.
5) Card is installed in one of the two available PCI slots.

Didn't do any "run as administrator" stuff in the above.

The above programs run but don't see the sound card output.  They do 
permit using the sound card inputs on the pull down menus to be selected.

My gut feeling is there is something preventing the sound card output 
reaching the above programs.  There are bars showing on the sound card 
input level S-meter.  They go up and down with signal level.  None on 
the output S-meter.

Any hints on what to do next.  Thinking things like:

1) Installing the above programs in folders other than the /program 
files directory.
2) Uninstalling the sound card and plugging it into the other PCI slot 
and reinstalling it.
3) Throwing up my hands and buy another sound card.  However it's a 
sound card zoo out there.  Something that is PNP for this application 
may be difficult to identify. (24 bit 96 KHz, low noise floor, stereo)

Any help would be appreciated.  OS stuff in not my forte.
