[PVRCNC] Updates to 5M Search Page

Everyone,
I've added two new searches to the 5M Search Page:

If you scroll to the bottom of the page, on the right side is "Pending
Scores for a Contest". We've had this around for administrative purposes
for a while, but I decided to add it to the main search page. Since I'll
only be updating final scores once a month, it will give you a place to see
how your score compares to everyone else until the scores are final.
Of more interest is the "Chapter Totals by Contest" at the bottom of the
left column. If you select a year and contest and click submit, it will
show you the total scores for that contest from each PVRC chapter. The
scores are the sum of the claimed scores from each chapter, not the 5M
points. For a multi-op the score is divided according to the number of
operators from each chapter. So, for example, if a multi-op has 4
operators, 2 from NC East and 2 from NC West, both NC East and NC West get
50% of the claimed score.
The multi-op scores prior to 2009 were entered into the database
differently, so the host's chapter gets all the credit in 2008 and earlier.
Finally, I made a few changes to the style sheet. While it looks ok on my
local test server, it doesn't look quite right on the real server. Since
the differences are cosmetic, I decided to keep the new style sheet and
work on it over the next few weeks. Anyway, if you see a page that doesn't
look quite right, I'm working on it.
