[PVRCNC] Echo

There have been quite a few echo's on the bands these days.

Managed to catch on this PM on 15M on a single shot scope trace.  Beam 
pointed east maximized the echo.

The echo was delayed 163 milliseconds or 30,000 miles.  In the audio 
train it was down only 11 db from the monitor level.
