[PVRCNC] [PVRC] 2012 SS Changes - ON now split into 4 new sections

Wes,

To my understanding, this change affects only contests that use ARRL
sections (so FD, SS, and ARRL 160) and it only recently took effect, so FD
won't be affected until next year.
