[PVRCNC] DC in NCQP

I don't know how important this is in the grand scheme of things but I thought y'all in Maryland and District of Columbia would be most affected and interested. 

The NC QSO Party has changed hands and the new contest committee has clarified the multiplier list to include both DC and MD as separate entities in the mult calculation.  I'm  not sure if it was this way or not before, but the matter has been expressed explicitly.  

We invite everyone in DC and MD (and everywhere else) to participate this winter on Sunday, February 24, 2013.
