[PVRCNC] ID becomes less rare

Some of you remember fellow PVRC/NC member Will/WJ9B who has been very
active setting up a big station in ID after leaving  FL.

Will remains very active, I typically work him at least once every
week (he returns to NC for CQWW CW).
