[PVRCNC] Antenna changeout at 2000'

So rigs are OK to go to DTV, older ones are not.  The factor that
decides it all is linearity.  Many of the older transmitters didnt
need to be overly linear.  Most VHF stations are going to UHF anyway,
so they have new transmitters and have been cursing the old analog
transmitters-- many are at lower power just to keep them on the air.
Others have already shut the analog off.
