[PVRCNC] PVRC By-Law Modifications

Dear PVRC Members;
Your Officers and Trustees have been working hard on
PVRC By-Law revisions which bring our by-laws up to
date reflecting how the club is being managed.
In order to facilitate your (PVRC membership) review
and involvement of this process, we are providing 3
documents for you:
1. The Current PVRC By-Laws
2. The Proposed PVRC By-Laws
3. An outline of every single change (MS word compare
format)
These documents will eventually be located on our web
site at:
http://www.pvrc.org
under News.
Unfortunately, our web site is experiencing issues
being updated however I hope this will be resolved
soon.
For those of you chomping at the bit to see our by-law
changes, please email me directly, and I will forward
you the documents.
Our revisions are necessary to match the way the club
is currently being run, with an eye toward our long
term future. You will note that there are a number
of substantial changes being proposed as follows:
1. The existing by-laws talk about the PVRC Trustees
running and managing the club.
This hasnt been done for years; the Officers have
been running the club. This is our largest change to
the by-laws, explicitly stating this, and then
creating a provision for the Trustees to have a
balance of power and call for no confidence votes if
they feel the officers are heading down the wrong
path.
2. Language has been refined to discuss PVRC Chapters
and we have dropped the requirement of having 10 PVRC
members present to vote in new members, provided a
Chapter Officer and a majority vote is counted.
Unofficially, we havent done a great job policing the
10 member requirement and most prospective members
that want to join us
.are always granted admission.
3. There are also language revisions regarding
elections, and meetings, and if anything, the language
has become more general and less restricting. There
used to be specific mention of particular
chapters/meetings in the by-laws; this has been
removed.
 
4. PVRC Trustees are no longer required to have a
chairman or once a year in person meetings. They are
certainly welcome to do this, however it is no longer
a by-law requirement.
There are numorous additional language changes, and to
one person, a minor change can seem like a major
change to someone else.
For this reason we invite you to look at ALL the
changes, in explicitly highlighted form!
Please feel free to comment to me personally, to any
of the officers or trustees, and/or in the form of a
PVRC email reflector message.
Once comments have been received, the Officers and
Trustees will reconvene, make any necessary
adjustments and submit them for a vote.
Special thanks go to Ken, K4ZW for leading this
effort, and the entire PVRC Officer and Trustee group
for their involvement and detailed review and time
spent on this important club topic.
