Ran into this.

According to the following link some companies are marketing drives with 
only 25 to 50% of the quoted storage capacity.
They fool WINDOWS into reporting the advertised amounts.  Compression is 
used to make them appear to hold more than they do.

The site also offers a program to test your drive to see if the capacity 
is as advertised.
