I take it that you're thinking of cutting cement dry. I saw 
a Mexican worker doing that on a driveway the other day, 
with a gasoline powered cement cutter, producing clouds of 
white powder. Depending in the wind's direction, you 
couldn't see him. His lungs were going to fill up with 
cement - that stuff doesn't come back out. Using charades I 
tried to tell him he should be wearing a mask. He just 
smiled and nodded. His american boss was standing well clear 
(out of sight).

I only know about cutting cement with a diamond laced 
circular saw with water running over the blade to cool it 
and to stop any dust. I don't know what the Mexican guy was 
using. I don't know if you can cut cement with a regular 
saw, wet or dry - I just don't know that stuff. I expect 
you're going to have to do it wet, for yourself, if not for 
the saw.
