Guys,

Got modem problem fixed.  Thanks to those who responded.

Only a vague idea of what I did.

The key was a Microsoft document which stressed that in the case of 
possible corrupted files, files must be replaced when rewriting.  The 
normal backup restore option is to replace only when newer.

Also the ordinary OS install for WIN98SE apparently only adds what 
isn't already there.  It doesn't seem to replace stuff.

I first tried replacing files only in WINDOW's directories singled out 
by the MS document for DIAL UP networking, TCP/IP re-install.  It 
didn't work.  I finally ended up REPLACING ALL files in the WINDOWS 
directory with those backed up on OCT 6.

I really hate it when things get so complicated that one has to resort 
to brute force fixes rather than just fixing what's wrong.
