Guys,

There seems to be a shortage of RF of all types eminating from ND.  It 
isn't just SS.

There isn't the population density in ND to support a cell tower 
mounted repeater network.  $250K/tower for a few users doesn't cut it.

Here is one idea which is being tested.  Cellular repeaters 20 miles 
up on unteathered balloons.
