[PVRCNC] New ARRL "sections"

Guys,

Given the current VY1 situation, I'd like to propose more multipliers
for future SS.  It ought to add to the spice, frustration and
confusion.  These make as much sense as some of the existing sections.

Northern North Dakota (NON)
Southern North Dakota (SND)
North Alaska (NOA)
South Alaska (SAK) not to be confused with SAC
Cubian Miami (CMI)
Acadian Lousiana (ALA) not to be confused with AL
Spanish Los Angeles (SLA)
Baffin Island (BI) 
Ellesmere Island (ELI)
Swan Island (SI)
All Indian Tribal Lands not subject to state taxes (e.g. Cherokee NC
-CNC)

This could bring the total number of multiplier to 100 or more and
reduce the
saturation effect.

If nothing else, it will guarantee that nobody gets a clean sweep.
The ARRL will save money by not having to buy clean sweep cups.
