It is good to finally see some positive news on this front.

Being a Progress Energy employee, I have met and talked with Bill Godwin 
about this issue.  He is very interested in our concerns, having at one time in 
the past shown an interest in becoming a ham.  We spent some time discussing how 
the power lines can act as an antenna propagating signals over long 
distances.  He borrowed my ARRL Antenna Book for a few weeks, and has ordered his own 
copy from the ARRL.
