[PVRCNC] RARSFEST tables for PVRC/NC

If somebody could pitch in and make a big sign that we can hang from rope it 
would be nice. The handouts would be good to repeat too. 

RARSFEST works for building our membership. I don't recall the exact number but
think we picked up 2-3 members either directly or as a side effect within a few
months of the Fest.

Those of you in the big local clubs could maybe make an announcement at your
next meetings, get a notice on your web sites and into your newsletters to
invite  anybody interested in contesting to "look for PVRC" at RARSFEST.
