[PVRCNC] Power limits

Yup.  When operating in the Novice subbands, we all reduce power to 200W,
right?  The same thing is true from 28.1-28.3. It's not just on 15.

It's easy - just flip off the amplifier for a few seconds.  A rather radical
concept, eh?


This worked fine for me at Howie's until I discovered some unknown amount of
time later that I was still running barefoot without realizing it.  Had a
good run going, too...

Yes, it's essential to reduce power to Novice limits so that you don't stand
out in the crowd as being ostenatiously loud. The last thing we contesters
want to do is call attention to our signals.  Need to merge with the crowd.
Moderate loudness.  Extreme politeness at all times, QSY when asked, and
last but not least take as much time as it takes to copy that station
signing /Q-something at the end.
