Most likely has something to do with the ECPA which made monitoring of 
cellular communications illegal.  It was revised in 1994.  

I can't understand WHY anyone would want to listen to telephone 
communications.  Further, there are virtually no analog signals that CAN be listened to at 
this point if one were so inclined.
