[Premium-Rx] Looking for a part for a WJ-8711 or WJ-HF1000

I need to replace one of two identical encoders that are on the front panel of the WJ-8711 or WJ-HF1000.  The shaft is broken and I have not been able, so far, to satisfactorily repair the broken shaft.  I would really like to fix it right by replacing the encoder, rather than continuing to try to repair the one that is broken.

Unfortunately, I have been unable to find one of these that I can buy.  If anyone knows where I might be able to get one of these--either a new one, a used one, or one I could take off of a defective panel PWB--I would be grateful for your help.
One of these encoders is used on the left end of the panel in the MEMORY/SCAN section of the panel, the other one is used near the lower center of the panel in the bandwidth control area.  It is U21 on the A1A1 parts list and the part is 
ECT1D-C24-GC0024.
