Craig,

I have used similar overlays in electronics manufacturing and its 
usually a polycarbonate sheet that is ink printed and then a 3M adhesive 
is silk-screened on to it followed by a protective backing which is 
pealed off before use.

You would need to be careful as the chemicals needed to strip the glue 
would most likely strip the ink off too.
