Mostly for intel gathering; Many terrestrial microwave systems can be a bit
leaky on the side lobe or sometimes you can catch a signal off of an
unintended reflection (like the side of a building). You can also use it to
characterize radar systems where a broadband capture of an emitter (while
it is being tickled by an aircraft flying safely on your side of a border)
is helpful.
Also, if you are building your own avionics or systems that operate
(intentionally or unintentionally) in the microwave spectrum you can figure
out where you have problems that need to be fixed.
Wanna bet that there were plenty of WJ receivers that were located in close
proximity to places where embassies were situated?
This is all old information, it has been in the public domain for 20-30
years. Now you can do much more with a really good spectrum analyzer that
has a demodulator output so you can pin down those spread spectrum systems
or where they are using more complicated modulations.
