[Premium-Rx] WJ-8712 control software for WIn 95, 98, XP added

Carl McGowan has given permission to share the Visual Basic program he 
wrote for controlling the WJ-8712.  It works in Win 95, 98 & XP.  It has 
not been tested with Windows 7 or 10.

It's on my website for download.
