[Premium-Rx] Help with Harris RF-590

First thing you need to determine is whether the *knob* is binding, or 
the *encoder* itself is stiff.  So, the first step is to remove the knob.

If the encoder is free, then reinstall the knob so it isn't rubbing.

If the encoder is stiff, you have three choices:

1)  Use it as it is

2)  Take the encoder apart, knowing you might destroy it

3)  Replace the encoder

There was a discussion of replacing the encoder back in December.  In 
particular, see Heinz Breuer's message of 10 Dec 2019:

Unfortunately, Heinz indicated the status was "end of life" with a "last 
time buy" date of 31 Dec 2019.  But at least you'll know what you're 
looking for (see the datasheet specs).

Hopefully, you'll find you just have a rubbing knob.
