Ass'y 7 Fault 02 is "PLL II out-of-lock."

In the 1988 RF-590 service manual (Publication Number 10073-0020F), the 
basic operation of the frequency synthesizer including A7 is discussed 
at Paragraphs 4.2.2.1 through 4.2.2.9.

The detailed section on A7 is on pp 258-272 of my PDF copy of the 
manual.  If you are lucky, you will just need to adjust the VCO 
frequency and tracking as described.
