Not sure if this will solve your problem, but it sounds like since you 
are out of the country, and using some foreign ISP, you are being 
assigned an IP address which Facebook, your lists, etc., recognize, and 
believe is a security risk (foreign hacker), hence the extra layers of 
security.

One thing you can do (which I do when I travel), is utilize a VPN when 
away from your home area. I anonymizes your IP address, and many VPN 
programs also allow you to pick a country in which you "reside" in order 
to operate from a "domestic" server. In this way you could log onto a 
domestic USA server, and have it assign a "local" IP address, which will 
bypass the ISP's of SE France.

The VPN I use & like is IPVANISH, altho there are many. I have found 
that the ones that cost some $$$ are the better performers. ALso, they 
all offer some good "trial" packages for cheap/free, just requires some 
research.
