 I no longer have my 3030 receivers but would recommend you read, thoroughly, the widely available 3030 manual.
This makes it quite clear that the filter bandwidths are independently selectable of mode, except for possibly SSB where it states there was a manufacturing option for fixed bandwidth.
It's also made clear that various other items may be specified at time of manufacture, these include the bandwidth of the roofing filter in the first IF, either 10 or 20 KHz, and also the actual available second IF bandwidths, with five options selected from a table of nine. An optional sixth bandwidth of 16KHz would obviously only be available if the 20KHz roofing filter is fitted.
So, from the manual, I suggest the answer to your question is probably "yes", with the proviso that "all" should be read as "all fitted" rather than "all potentially available".
As always, when manufacturing options are/were available it's important to confirm the actual specifications of any particular radio, unless of course it's cheap enough that it's going to be a bargain regardless:-)
