Al,
There is an original 651S-1 optical tuning assembly for sale on eBay right now. I have purchased items from him in the past with and he is a reliable seller. That being said, I had problems with erratic tuning of my 651S-1 when first purchased several years ago and found that the end play of the shaft was critical for proper operation. I installed several very thin shims on the shaft at the back of tuning assembly which cured the problem.
I did purchase a COPAL RMS20-250-201-1 encoder to experiment with if that fix didn't work. This type is used on some Yaesu equipment. It has a fairly short shaft but that could be easily extended with a coupler if the original 651S-1 mounting standoffs were used and a plate made to mount the new encoder.
So far the original is still working fine, so I haven't had to try this out.
