Now that I have both units in my hands a few things have been discovered.

Both units have a hole punched in the top cover for a fan, then covered 
with a screen.

Unit #2 throws a fault, but does receive.  The fault cannot be cleared 
with the bite test.  -

Unit #1 Works fine, same hole in the top cover as the other unit but 
passes bite test OK  -
