I don't own a 6790 but the general fault on most of these receivers is a shorted tantalum bypass cap on the individual supply rails to each card. Check the supply voltages and see if one or more is low and if that is the case start disconnecting modules and pulling PC cards until you find the culprit. Hope finding the fault will be that easy.
Gary Wingard had a batch of replacement LCD displays made up for the 6790. Others on this list will probably have contact info for Gary and/or an update on whether Gary still has displays available. Gary also used to repair Racal receivers but he is located in the US so shipping could be prohibitive. Haven't heard about Gary for a few years now, hope he is still around and in business.

I have two defective RA-6790/GM receivers. They stopped working some time ok one after the other. One shows error 01 followed by error 15 if I continue the BITE test with LOCK CW, the other shows error 03 followed by error 15.
Error 01 and error 03 bother indicate a failure on A7 board which is the 1. local oscillator synthesizer board.
I would appreciate any hint where to start troubleshooting. I would also appreciate if anybody knows who specializes in repair for these receivers and might take them in for repair. I am located in Germany.
If I get these fine receivers repaired I would like to change the displays. They are showing "darkend spots" it looks a bit like oil spills. Are replacements available at reasonable prices?
