All the buyer has to do is claim that the item doesn't meet your 
description (or the item isn't delivered), and he is _entitled_ to get 
his money back - and he will, because ebay and Paypal guarantee it.

My advice is to get a bank-to-bank transfer at the buyers cost  - wait 
at least 7 days, so a reclaim can't be made on it - then ship. 
Absolutely not Paypal

Otherwise - decline.

Don't rely on any help from ebay or Paypal if something goes wrong using 
their systems.

I lost a Racal RA1772 (nearly £400) and the payment - thanks to their 
'buyer-seller' protect programs and a crooked buyer.

Ebays response to my complaint was for me to 'seek assistance from my 
local enforcement agency'.

On another occasion, I had to go to a small claims court - and I won 
(even though ebay awarded favour to the other party).

I used to be a huge user of ebay - but don't sell through ebay any 
longer - and I treat purchases with suspicion also.

This is my experience - but I hope this helps.
