I would suspect that a tantalum capacitor, somewhere in the receiver
has shorted.
Check the voltages from the power supply to identify the failed rail.
Remove the boards, one at a time, to determine which board has the
failed capacitor, the failed rail will return to normal with the bad
board removed.
Replace the failed tantalum and all is good.
