Thanks for the suggestion ... however I already contacted them a while back ;~). In searching the 
internet it seems that Surplus Sales of Nebraska had some but I'm 13 years too late. Trying to save 
a 'demilitarized' receiver that I originally bought for parts but turned out to still work. Found a 
front panel and replacement LED displays so now just need the meter. I should have included the 
meter part number in my previous post.

Possible part numbers for the meter include:

458-0840-010
820158A, B
930032-178A
NSN 6625-00-160-5458

check eBay there is a dealer radioparts9 in Limassol, Cypres offering pc boards out of a 651S-1. 
Asking if he has a meter  or cabinet parts can't hurt.
I seem to recall that the seller liquiditech in Israel also offered 651S-1 parts in the past.
Both sellers appear to be in the scrap/recycling business.
