[Premium-Rx] 8716 8718 8718A Firmware

I made a few changes to the 8716 / 18 firmware file folder and added a history. If you test this firmware please let me know how well it works in your radio. The files are for radios with 488 or RS-232 interfaces and the firmware is located at U1 on the 794275 PC board. Radios differ and this firmware is not guaranteed to run all radios.
