 Yes, the WJ back-up battery needs to be replaced and also the tantalum electrolytic bypass caps tend to short 0over time.  A bit tricky to find the shorted cap and I usually measure the current on isolated boards to find the shorted caps.

These units will not work unless the back up battery is in them and at 
full voltage or near. The battery is instrumental
in the unit booting itself up.
