  Look for a shorted Tantalum bypass Capacitor. Little bulb shaped thingy. Most common problem on power supply rails, especially this vintage. Might be able to track it down with a good low range ohmmeter.

I have an RF-1310H exciter that I use in tandem with my RF-590A receiver.   The 
RF-1310H puked: the+15v line went dead and I’ve traced the problem to the 
synthesizer board.   Unfortunately, the RF-1310H synthesizer is completely 
different than the RF-1310, or RF-1310A, that I have manuals for.   Does anyone 
have a manual for the RF-1310H.   If not in electronic format, can I get a copy 
of just the synthesizer assy?  Of course, I will cover any costs.  Thanks
