[Premium-Rx] WJ 8617B-9 S1 DETECTION

I have an S1 that when the MAN is held down during power up does not
give  the model # or anything.
It also has many options on the front panel which do not respond when
the buttons are pressed.
The s1  and s2 switches are either all open or all closed.
These 8617B 's belonged to a well known federal agency.
I confirmed the S1 by checking the # on the cpu 09 and the part number
on the cpu board.
Can someone tell me why the S1 function and the front panel options do
not work?
