 The modifications mainly involve EMI filtering and screening of the front

I believe the S-meter screening was an available option on both the 8716 and 8718 -- maybe a part of the "NAV" package, but I'm not sure.
The BNC coax connectors on the 8716 may have had something to do with 'Tempest' requirements, not using the barrier strips of the 8718. Other than that, it's pretty much the same radio -- common options notwithstanding.
W-J mode; number sequence don't necessarily have to do with their chronology, EG: 8711.
