I can't help with a manual for the 1641 but have manuals for the 1307A_GR  
and the 2174A_610.
 
Both of these specify a 115 volt supply and both show just a single winding 
 on the primary of the mains transformer.
For these two at least it looks as though any voltage change would require  
either a replacement transformer or perhaps a 230 to 115 auto  transformer 
fitted before the original transformer.
