I did a little research on it when I saw it listed multiple times on eBay. I will warn you that the vendor of this item claims it is in working condition but if you look at his other auctions he seems to claim everything is in working order. It may be that the seller will refund your money if you inform him that it is not working.
It is a VME buss digital receiver, in WJ lingo a digital receiver means a receiver that works with an external tuner to give it a wide tuning range, in this case the SI-9136B tuner which will result in a receiver that tunes from 20-3000MHz. A WJ-8692 chassis will hold 3 of the WJ-8693 cards plus the tuner and various other cards.
That is about all I know about it. I think you will have to contact DRS to get the control software. I'm afraid I do not know what the tuning range of the 8693 is by itself. The price of the board seems like a bargain if it works and you can get ahold of the software; a VME chassis should be easy to find and cheap, however if the board is no good you have gone through a lot of trouble for nothing, this is why I decided not to bid on the board.

Seems like it might be some form of alarm receiver for seismic detectors or intrusion tranmitters or...
Alarm receivers would seem to be an odd business for WJ to have been involved in.
BTW- I have no affiliation with the seller and was just curious.
